Based on the theory of strategic management, innovation ability and competitive advantage, this paper analyzes the connotation of regional intellectual property competitiveness IPC and its cultivation behavior, and integrates the behavior pattern of government strategic management with "e;resources, capability and competitiveness"e;. The paper adopts the analytic frame of "e;IPC cultivation positioning, IPC cultivation behavior and IPC cultivation evaluation and feedback"e;, it clarifies the goal positioning of regional IPC cultivation. It also analyzes the effect and the type of the regional IPC cultivation behavior mode, creating three modules of IPC cultivation behavior evaluation system: connectivity foundation of competitiveness, competitiveness potential and competitiveness strength.
