Scientific Essay from the year 2009 in the subject Politics - Region: Middle and South America, , language: Portuguese, abstract: Although the national and international optimism regarding Brazil’s out coming of the international financial crisis, the present text affirms that the situation of Brazil as an emerging country has more reason for being carefully as for euphoria. The title and opening question of the present study “Takes Brazil off?” is answered with “No, Brazil didn’t take off!”. If the concept “advanced country” replaces the outdid conception of “development”, how does the present writing, Brazil didn’t take off. Under advanced country is understood here the capacity of a State to offer a homogeneous and equilibrated goods and services to its society. Even the supposed economical growth seems not so satisfactory if compared with other economical relevant countries of Latin America. Furthermore, the present study makes an alert about the economical growth fallacy which threats to keep the emerging countries – newly industrialized country – in an eternal developing condition. Despite the apparently pessimistic tone, this is counterbalanced by recognizing that Brazil’s optimistic being can have by an adequate diagnostic and by integrated public policy actions the necessary push for not only keeping the title of the country of the future but at least for keeping the hope of being the country that has almost reached the promised future.
